CC&Rs — covenants, conditions, and restrictions — are recorded rules that govern how property within a community may be used. They are commonly associated with homeowners associations and planned communities, and they can also appear in manufactured-home settings, particularly where residents own their lots.

CC&Rs are recorded in the local property records and generally "run with the land," meaning they bind future owners, not just the person who agreed to them. They may address things like appearance, use, upkeep, and dues.

The reason CC&Rs matter here is that a state's manufactured-housing statute is rarely the only authority in play. CC&Rs, the lot rental agreement or prospectus, federal law, and a community's bylaws can all apply at once. Reading them together gives the fuller picture.
