State agencies
- New York State Homes and Community Renewal (HCR) — Manufactured Homes — oversees the state manufactured-housing program and the tenant-rights rider required with manufactured home park leases.
- New York State Attorney General — enforces the Manufactured Home Tenants' rights statute (Real Property Law §233) and takes consumer complaints.
- New York State Public Service Commission / Department of Public Service — regulates electric, gas, and water utilities and their rates.
