This is a directory of government agencies and vetted nonprofit organizations that help mobile and manufactured home residents in Tennessee. State agencies

• Tennessee Department of Revenue — Title and Registration — oversees the certificate of title for a mobile or manufactured home (issued through the county clerk; Tenn. Code title 55, ch. 3).
• Tennessee Comptroller of the Treasury — Division of Property Assessments — oversees the property-tax assessment framework that the county assessors apply to manufactured homes.
• Tennessee Public Utility Commission — regulates jurisdictional electric, natural gas, and water utility service and rates.

Local offices

• County clerk and county assessor of property — the clerk issues the certificate of title; the assessor assesses the home for property tax (as personal property on a rented lot, or as real estate once affixed). Find these through your county's website.

Consumer protection

• Tennessee Division of Consumer Affairs — takes consumer complaints and provides consumer resources.

Federal

• HUD — Tennessee — HUD's Tennessee hub, including how to find a HUD-approved housing counselor.
• HUD — Office of Manufactured Housing Programs — the federal office responsible for the manufactured home construction and safety standards (the HUD Code).

Legal aid

• Legal Aid Society of Middle Tennessee and the Cumberlands — free civil legal aid for middle Tennessee and the Cumberland region, with housing help.
• Legal Aid of East Tennessee — free civil legal aid for east Tennessee, with housing and landlord-tenant help.

• ROC USA — a national nonprofit that helps residents purchase and cooperatively own their manufactured home communities.
