State agencies
- Virginia Department of Housing and Community Development (DHCD) — administers the Manufactured Home Lot Rental Act, publishes the statement of tenant rights and responsibilities, and receives the notices of intent to sell a manufactured home park (Va. Code §§55.1-1303, 55.1-1308.2).
- Virginia Department of Motor Vehicles — Manufactured (Mobile) Homes — issues and cancels the certificate of title for a manufactured home and processes conversion to real property (Va. Code Title 46.2; §46.2-653.1).
- Virginia State Corporation Commission — regulates jurisdictional electric, gas, and water utility service and rates.
