A park owner, or operator, is the owner or operator of a manufactured home community that rents lots to residents. The park owner is the other party to a lot tenancy — the landlord side of the ground lease — and is the party that sets lot rent, community rules, and the terms in the lot rental agreement and, where required, the prospectus.

State manufactured-housing statutes generally impose specific duties on park owners: how much notice they must give before raising rent, the limited grounds on which they may evict, what they must disclose, and how they may bill for utilities. A park owner is distinct from the manufacturer and the dealer, which build and sell the home itself.

A community can also become a resident-owned community, in which case the residents collectively take on the owner's role.
